With NOx numbers this high, it says the EGR system isn't working correctly. At idle, the EGR is closed. At speeds, the EGR is open. See if you can move the EGR valve diaphragm by hand when the car is idling. The car should die or want to die. If it doesn't do this, it could be plugged up. Remove the EGR valve and clean any carbon deposits in the valve and also do the same on the engine side where the EGR is connected.
Also, to reduce your NOx emissions reading, replace your spark plugs, wires, distributor cap and rotor. Then, retard your timing as much as possible. This can be done by loosening the 10mm nut next to the distributor and turning it clockwise, then re-tighten the bolt.
