If a girl is not like other girls ie wearing make up or showing off or wearing high heels and a guy keeps talking to her mostly than the other girls so why does the guy only talk to her?

Every person has the right to decide who they like and who they want to talk to, and who they do not want to talk to. There are many different reasons for such decisions. Make up is very important to some people, and not at all important to others.
He probably thinks you're a good friend of he might have a thing for you. There's a chance he thinks girls like you are more attractive or more easy to connect with rather than flashy girls.
