At a stretch, yes. It's not safe and certainly not recommended, but if you're desperate a shirt would work fine. Just slip it around the horses neck up by the head and gently hold it. A hand on the horses nose to guide the horse is also useful when leading this way, especially seeing you would have little control.

A horse should be trained to easily halter. You ought to be able to walk up and put his halter on. Actualy, the horse should walk up to you.

Here is what I do with my horse, Lady:

When we pull up in the truck, she and her two pasturemates come running to the gate. We go through the gate to the trailer, which serves as our tack room. I pull out a halter and go to Lady's shoulder. I pet her a bit and talk to her and tell her what a good horse she is, and then I ask her to bring her head around and lower it. Then I put the halter on, pet her some more and give her a treat.

However, not all horses are so friendly, and some people don't really care to form this relationship with their horse, or they just don't have the time to do so. Other ways to catch a horse is to bribe them with grain or treats. (I use a treat more as a reward than a bribe-a bribe is given to make a horse do something. A reward is, well, a reward for doing something). You may also have to corner them and then put a halter or a rope around their neck (and it may be possible for you to put a rope around their neck, and then wrap the extra part of the rope around their nose, and bring it through the loop that is around his neck, and then you have some form of a halter.

However, cornering them can frighten them, because this is awfulll like predatory behavior, and since horses are flight or fight animals, when you corner them, they cannot run, so the might resort to fighting. I much prefer the first way. It takes a while to train them, but with positive reinforcement, it is the safest, and I think the best, way.
