If a mother and daughter have babies by same man but neither marry him how are the children related?

Because the children have the same mother but different fathers, they are half-siblings (half brothers or half sisters, depending on their sex).
But because their different fathers are brothers, they are also first cousins, and each child's father is uncle to the other child.
Both relationships apply at the same time, but it is usually easier to use the closest of the possible relationships, so they will usually be thought of as half-siblings.
