Well people cannot see most ghosts because it takes a tremendous amount of energy for spirit to manifest itself in such a way and ghosts can see people because it's just like being alive but nobody knows that you are there. yes but no you can still see ghosts but not very often. if someone in your family you knew dies some times you can see the parent if the parent passed.
That person could not want to see the child or the other parent is not allowing it or the law/government disallows it.

the custodial parent is the parent the child lives with the non custodial parent is the parent the child does NOT live with the non custodial parent assuming he / she knows he is a parent... is usually the patitioning parent. if he /she chooses not to seek visitation rights the court cannot force him/ her to see the child.... but they can enforce child support. research the laws for your state.
