Depending on the state laws, no, it's not legal.

If the parent has acknowledged their parental rights on a birth certificate, they have paternal or maternal rights to visit or see the child regardless of monetary trade.

If a parent has NOT been placed on a birth certificate/acknowledged parent rights, they legally do not exist as a parent to the child and therefore do not have rights or responsibilities, unless first undergoing either a DNA/Paternity test or admitting to the conception.

Yes, until modified by the court. see links

What are reasons not to pay child support?

There are no valid reasons not to get child support. That money is supposed to be used to help raise the child. If the custodial parent tries to refuse child support before a judge, the judge will override the custodial parent's wishes and explain that the child support belongs to the child, not to the custodial parent.

Child Support ordered child tax credit to the non custodial father who has never written called or seen her in 8 years. Can he claim her on his taxes?

Generally, the custodial parent has the statutory right to claim the child as a dependent unless there is a court order specifying the non-custodial parent can claim the child. You should check with an attorney in your jurisdiction or an advocate at the family court. You should also review your child support order.Generally, the custodial parent has the statutory right to claim the child as a dependent unless there is a court order specifying the non-custodial parent can claim the child. Does the non custodial parent have to continue court ordered child support payments if the minor moves out?

Yes, the non-custodial parent must obey the child support order until it is modified or terminated by the court. If the child has moved out the NC parent can petition the court to have the child support order terminated. The court will review the case and render a decision.

Does the child support payment have to flow through the non-custodial parent's state if the custodial parent lives in another state?

It depends on the court order. if there is a court order established then it will usually state the specifics. You can have private child support which means you pay the custodial parent directly or you can have your check garnished and it can be sent from your employer to the court house of the state of the custodial parent where they will distribute it.

Can a custodial parent waive back child support and keep the non-custodial parent from going to prison?

Can a custodial parent stop the non-custodial parents visitation if they are behind on child support?

No, they are separate issues. If the custodial parent stops visitations they would be in violation of a court order. The custodial parent must address the child support arrears as a separate matter by filing a contempt order with the court.

If custodial parent deviated from original child support amount can she increase the support later?

If the custodial parent agreed to deviate from the original child support amount, she can increase it back to the original amount if there is a court order. In additional, the non-custodial parent may have to pay back child support for the time when he paid less.

What happens to child support arrears when a child has aged out?

Child support arrears should always be established in the court that issued the child support order because once established they do not go away. The custodial parent should stay on top of the case and continue to pursue the matter in court.

Can custodial parent move out of state if there is an existing child support order in one state?

No. If there is a child support order that means a state court has jurisdiction over the child. If the parent who is paying child support has any parental rights of custody or visitation the custodial parent would need the NC parent's consent and court approval to move out of state.
