A pontoon boat would be a light boat that is shallow to take in the water. Of course you could also get an inflatable boat, and that would work just as well.

probably not because your poor EDIT* Who are you to judge people. A boat is made up of many sizes, you have Cheap boats, and you have priceless boats. If you are planning on getting a boat, i would say start off with a small boat, try to understand its limitations. Chris Smith
A harbour boat is of course called a harbour boat.
If rowing a boat, "roh", if an argument, to rhyme with "wow".
I would add that a smaller boat overtaking a larger boat or ship should always give way or alter its course because a larger boat or ship cannot quickly slow down or change its course. The larger vessel already underway should continue, without the added concern of an overtaking smaller boat causing a collision.
