If you're denser than water, you dont float. it might be because the water ur floating in might not be pure 100% water which is 1 g/ml. It might be mixed with stuff.
You might have a sticking float. Might also check the fuel filter - it might be clogged.
A dense heavy bone would not float and a skull without any internal contents through decomposition or insect infestation would not hold water or a probable air pocket and so would sink, light porous bone might float especially in sea water. Are you talking about the premade shells or the ones you build yourself? The premade shells do float, although they leak slightly. The sets might or might not float (depends on the set) but i would bet the pirate ship at the very least is top heavy. As for the ones you build yourself, as long as you make the surface area of the hull reasonably large, it should float fine.

It's hull design/shape. The hull has to displace enough water so it can move. And if your building a boat, I recommend trying it out in a shallow pond that's deeper than its draft.
