In the United States, most (if not all) states have an Alcoholic Beverage Control division, who will hire minors to attempt to buy alcohol from liquor establishments. Those minors are exempt from any criminal repercussion, so before calling the cops, it may be necessary to check if they work for ABC.

The easiest way to check for that is to keep the I.D, which will force the minor go talk to a marked agent, and the agent will come in and retrieve it from you.

Keep in mind that if you destroy the I.D, or if you sell to the minor (of course), that you will be arrested.
