Cover what? If you mean the damages to each others vehicles it will depend on the liability statute of your state, please clarify your question.

Does liability insurance cover your car if you are at fault?

Your liability portion of your auto insurance pays for injury
and damages for which you are liable to others.
Your Comprehensive and Collision portion of your auto policy
will cover your own vehicle.
One can not be liable to ones self.
If you have "liability only" coverage, then their is no coverage
for your own vehicle if you were at fault.

Whose auto insurance will cover your passenger if they have no auto insurance?

Answer 1: If you are driving with a passenger that does
not have auto insurance or medical insurance, they can be covered
under either your policy or the third party's policy depending upon
the situation. If you are found at fault for the accident, Medical
Payments or Personal Injury Protection will pay the a portion of
the medical expenses that you and your passengers incur up to the
stated limits. If you carry Uninsured Motorist and are hit by
someone with no insurance, this coverage will pay for injuries to
you and your passengers as well. If you are not at-fault for the
accident causing injuries and the other party has insurance, the
third party liability insurance coverage will pay for injuries to
you and your passengers based on the per person and per accident
limits stated on the policy.
Answer 2: If the passengers are travelling in your auto
and, if you are at fault in an accident, your insurance will cover
them. If the other driver is found at fault, his/her liability
insurance will cover your passengers.

If your auto is hit the other driver's auto insurance pays all medical expenses and so does your health insurance must you reimburse your company?

You do not have to reimburse your insurance company if the
accident is the fault of the other driver and the claim is made on
their insurance. If the accident is the fault of the other driver
and their insurance does not cover everything and you make a claim
on your insurance for reimbursement, your insurance will subrogate
(collect back) from the other company.

What if you are injured as a passenger in a car with no insurance?

If the driver of the car you were in was at fault and had no
insurance you are out of luck. your only recourse if to sue the
person who you were driving with to recover damages. If your driver
was not at fault but had no insurance the other parties insurance
would have to cover your damages.
The lesson is not to ride with people who do not carry auto
insurance, ever.
