The best shade of powder is the one that matches your skin colour or the colour of your foundation (if you wear any). If you apply your powder with a brush, it shouldn't really matter if the powder shade is lighter because it won't be noticable but if your apply it by patting it on with those thingys that sometimes come with the powder, more powder will be on your face so it might look a bit weird if the powder is too light.
