I would have to say that you would need the updater software and the actual BIOS update (firmware)
There are no PS3 emulators and the bios file for the PS3 would not work in a PS2 emulator

No, you have to "flash a bios" with the up to date version of the software from the vendors site. This would not be an upgrade per say.
