You don't say if this question is about something using household electrical power or what voltage the plug is carrying - or where its socket outlet or appliance is located?
If it is household electrical power it might be a plug or a socket in a kitchen, bathroom, laundry room, a pool area or any other place which is likely to get water spray or splashes. If you or someone else in your home are in such an electrically dangerous location and a loose "live" wire comes right out of a plug - and you touch it - you could easily kill yourself... So, as we have not been told anything else, it is essential to advise you to be very careful! LEAVE IT ALONE, DO NOT TOUCH IT!
From what you have described in your question it sounds just as if a wire has come loose from the connector or terminal inside whatever it is you are asking about.
Are you asking about a "plug on the end of the flexible cord of an electrical appliance", or do you mean a "socket outlet" into which any plug can be plugged and unplugged? People do get them mixed up!
