Every species evolves communication differently. Their survival isn't dependent upon humans, therefore no need to evolve a way to communicate with humans. They speak; they do so as frogs to other frogs.
Maybe frogs wonder why we don't speak as they do.
chimpanzees cannot speak because ,unlike humans their vocal cords are located higher in their throats and cannot be controlled as well as human vocal cords
