There's quite a few Disney Cruise Lines. You can go to Europe, Alaska and Pacific Coast, Bahamas, Caribbean, Mexican Riviera, Canada, New England or the Transatlantic.
The cruise line will certainly have an opinion on this. Before 9/11, entry into Mexico Norte did not require a passport, but Southern Mexico did. Now I'm not certain. However, as your cruise ship may be entering international waters, where jurisdiction becomes a very murky topic, a passport is a very good idea.
