5 week old mice should not be eating milk. They should be eating adult ouse/rat food by the time they are 3 weeks old.
This is a family project so contact your vet and get a 'puppy formula' and you will have to hand feed the pups. The vet will give you not only the proper formula but how often the pups must be feed.
If they do not have a mom then yes, you can. They need to be fed about every hour or two and each time feed them until they aren't hungry. You can feed them puppy or kitten formula in a syringe or buy a very small nipple attachment. It will be very hard work to keep hem alive, and they might die, but if you stick with it you could have great results and some cute mice :)

do you have any idea why the puppy was throwing up? Did it get into something? He might have an upset stomach from something. Boil some plain white rice and hand feed the puppy, this is a bland diet, this should help the pup. Gradually mix in some of the food he has been eating.

If you already have them coming to your feeder you have to sit out in a chair closer each day. Toss feed at your feet than as they get used to you put feed in your hand and eventually they will get used to you. Once they show interest in you and feed near your stop putting it in feeder so they are hungry and expect you to be there. Chickadees are easiest to train. Sunflower seeds are there favorite
Blue makes you NOT hungry, Red, Yellow & Orange on the other hand do make you hungry.
If you bought it at the request of the friend, then the friend is the owner. You simply acted as an agent. Your problem will be that you might not be able to return the puppy if the friend decides not to take it. If you bought it intending to give it as a gift, then until you hand the puppy over, you own it.

It'd be best if you fed it twice a day. Once in the morning or mid afternoon (10am - 12pm) and one during dinner time of course. (5pm - 7pm) If it wont eat the food you are trying to provide it, give him/her a bowl of teared bread and milk. I know it sounds nasty but it helps build strong bones.
