'US culture' is not an academic subject. Other countries would get their exposure to US culture mostly from television shows or movies.
The reason maybe, the network does not televised their shows beyond Us territories. Some you can but there may be copyright restrictions and other legal problems that prevent some shows being transmitted
There are a lot of Websites that work for watching tv shows, like www.sling.com, which is just like hulu, just for tv shows it only plays the latest episodes. fancast.com is good too, but it doesn't have a huge variety of the same tv show. veoh.com exists, but it doesn't have many tv shows.

Because they have no other filler programming. All they do is steal US shows and rebroadcast them, even though Canadians can already get those US shows on the US networks that we see on cable television (ABC, NBC, Fox, CBS).
