If he's mad at you, he's already interested. The problem is to stop him from being mad. Try apologizing for, or explaining, whatever it is he thinks you did, then go from there.

Stop worring about being interesting and start being interested! Ask questions and pay attention to her answers. Unless she is completely self-involved she will ask questions as well. Be honest.

As you can probably tell, the person is in to you. So the first step is to politely say "I'm not interested in having a relationship right this moment" or you could say "I'm not interested in you, please if you could stop contacting me, it would be greatly appreciated. If your not interested in being in a relationship with the person, but would still want to be "friends", you could say "I'm not interested in you, but wouldn't mind staying friends with you". If any of these don't work, I would suggest talking to maybe one of your friends or someone you respect, with confidence that they'll be there for you and not a flake, and will be able to walk you through the tough process.
They would start to be interested in you, because they would think that you are interesting, but after a while, they know you well, even though that doesn't mean that they don't like you. But show a good sense of humour, and if you're smart, atheletic, and hot/cute, those are huge +. The girl isn't going to say that you are one of those (embarassement), and girls usually wait for the guy to ask them out. So make your move. :)
