The Central time zone is the next one west of the Eastern time zone, so there's
one hour difference because of the zones.
If the Eastern people have their clock advanced for EDT, but the Central people
are still on CST for some reason, that's another hour's difference.
So, at 1:00 AM Eastern Daylight Time,
===> it is 11:00 PM on the previous date Central Standard Time.
Why would anyone not adjust their clocks to either spring forward or fall back, since Daylight Savings Time is universal througout the USA and all of North America? Different states don't do this at different times, it's an 'all together' event. We all do it at the same time. If the Royal Wedding is at six AM EST, people living in the CST time zone will see it live at five AM.
When it's 5 AM CDT, it's 4 AM CST.

10 a.m. CST.
3:00 p.m.While Texas is on Daylight Saving Time (from mid-March to early November), 4 PM EST = 3 PM MDT and 4 PM CDT in Texas. While Texas is on Standard Time, 4 PM EST = 2 PM MST and 3 PM CST in Texas.
In North America and the Caribbean, 12:00 Central Daylight Saving Time is 13:00 Eastern Daylight Saving Time.In Australia, 12:00 Central Daylight Saving Time is 12:30 Eastern Daylight Saving Time.
11:59 PM CST = 12:59 AM EST11:59 PM CDT = 11:59 PM ESTExample: During the summer, the time is the same in Chicago (CDT) and Jamaica (EST).
US Eastern Time is (Greenwich Mean Time) GMT -5 hours, ie. 5 hours behind Greenwich, England. US Central Time is (Greenwich Mean Time) GMT -6 hours, ie. 6 hours behind Greenwich, England. If it is 10:00am in US CST, it is 11:00am in US EST. (Daylight savings not taken into account.)

In the US, Eastern Standard Time is one hour ahead of Central Standard Time, so if it were 4:00 pm EST, it would be 3:00 pm CST.
12 pm (noon) Pacific time (PST)would be 2 pm Central Time - (CST)
if it is 3pm cst =11pm , because Germany is on Daylight savings time.
There are two Central Standard Time Zones, one in North and Central America and one in Australia. 12:00 American CST = 23:30 (11:30 PM) India Standard Time 12:00 Australian CST = 08:00 (8 AM) India Standard Time
