Hasta luego means like see you later. You can also say nos vemos because hasta luego and nos vemos both mean see you later. You can also say hasta manana if you will see them tomorrow, because hasta manana directly means until tomorrow. Or just regular adios (and for you special people) (wink wink) (Adios means good-bye)
"Later Alligator" is an expression in English. If you used the literal translation in Spanish (Más tarde alligator) people would be confused and think you were visiting an alligator at some later time. For an informal way to say "See you later" many Spaniards just say "luego" from the expression "Hasta luego" which means "See you later".
In a later Chapter she explains that is means "Turtle Door". I can see why she would hate it.
