Well they would have kept aiding Great Britain and the Soviet Union under the lend-lease law. They also wouldn't have gotten invoved in the War.

The Japanese were angry at the US beacause they were in war and they were losing so they did the attack on Pearl Harbor because they thought if they did it would give them a chance to win but the US were getting all the woman and children out of harms way so they could attack.
Surprised that such an attack could occur to the United States; surprised that such an attack would be so successful; surprised that airplanes had conducted the attack. The Pacific Ocean is the largest ocean on earth...there was surprise that such a large number of aircraft could be brought within range of such a massive target, and then prove to be so devastating. The "Battleship" ruled the waves, until the time of the Pearl Harbor attack...not the aircraft carrier!
