"Since she backed into me and was moving is this her fault or both our faults because the parking area is to small for my truck?"
It is totally her fault since your vehicle was stationary at the time of the accident.
Did you call the police and file a report? Depending on the amount of the damage it is a requirement in some states. In others the police will not investigate an accident on private property.
I hope you had collision insurance so you can file a claim with your insurance company. Then you can sue her in small claims for your deductible.

Often car (or truck) drivers will leave their parked vehicles in a no parking zone. My best example is a guy who left his 100K mercedes parked in a yellow zone, next to dumpsters alongside loading area. He was stopped & parked, our truck hit it & I told him "No way are we going to pay" - we are not going to reward your stupidity.
You are At Fault. You are backing out of a space and you must yield the right of way to the other vehicles traveling in the aisle.
The law says it is your fault. Though they parked on your property, you backed into them, so though it's unfair, it's your fault : (

Some parks are located on private property and some are public property. It would depend on the owner of the park. A homeowners association for instance can own a park within their subdivision. This would be a privately owned park and can be only for members of the homeowners association if they desire. Public parks are often owned by a city, state, or country and could be open to all members of the public if structured that way.
Yes, I bet someone else is named Rosa Parks.
Moscow has public parks all through the city so I would think these are examples of public property .

You have a right to back out of your legal parking spot. If you use your mirrors and do not see that there is anyone behind your car you are able to back out. If a car parks illegally behind you THEY are not only guilty of illegally parking but they are the cause of the accident. All it takes is an extra one minute for the illegal parker to find a parking spot that will not cause an accident. We make choices and when we choose to park illegally any accidents are the fault of the person chosing to park behind cars that could be moving out at any time.
