No it is not blocked if you can still make calls and text people, it just means there is something wrong with your network.

She may have you blocked or is just deleting your texts and claiming they never arrived. Your phone service provider can give you more details.

It sounds like they've either blocked you specifically from texting them or blocked all texts in to them.
if you try to call the person then it will tell you that that general person has blocked your number

a number text can be inserted in front of a word and the outline number text can be inserted under the number text
