It's always better to be safe than sorry, so if there's no way to know for sure, read chapter 37 as well. If you can ask whoever is assigning the reading for clarification, do so.

Look for small clues in the wording if you are trying to guess.

If they say "read until chapter 37", it's more likely you have to, unless they generally say "until the end of chapter..." in which case you probably don't have to when they use only "until chapter 37".

If they say "read up to chapter 37" it's more likely you don't have to, because up to and including means with chapter 37.
