Yes, your license can be suspended and usually is when you receive a ticket for no Insurance. The fact youwere driving without insurance has no bearing on whether you have a car or not.
It is possible with some states, but not with every state. If you have a CDL (Commercial Drivers License) which gets suspended in one state, there is no state or territory of the US in which you'll be able to get licensed in while your license is suspended. Also note that the state which suspends your license also suspends your driving privileges in that state, so, if you did obtain a license from out of state, and were pulled over in the state where your license was suspended, it would still be treated as if you were driving on a suspended license.

no. While MA is not part of the DLC, it still has agreements with other states such as the NLVC, which in simple insures the cooperation of states and RMV. If you have a problem with your license in MA then RI will know if it.

No. A licence is canceled when, for example, somebody moves to another state and gets licenced in that state, then the state they were previously in cancels the licence they held previously. No driving privileges are lost. Suspension is a different matter, altogether.
