1.The fox has thick fur to keep it warm so they will be to warm to walk and move around.The Arctic fox sheds its white fur and grows brown/black fur.The fur change helps it to survive.
The fox doesn't live where it does because it "likes" the Arctic - (even if the fox did, this would be a personal opinion and we can't know for sure because we can't access their thoughts) it only lives in the Arctic because it is adapted to the Arctic. They might like the Arctic, they might like the Maldives! But that isn't the point.

As they are both predators they do not have a food chain relationship. You might say they are in competition, but their prey animals are rather different, so I don't think that's a good description. The foxes sometimes scavenge the remains of polar bear kills, but otherwise feed on much smaller prey.
