this depends on how you mean it, but ill answer the best i can

when born, yes the child will be an alcoholic, and will essentially go through rehab within the first few weeks. However, this is assuming that the mother continued to drink while pregnant. if she did not, then there will be no problem. this is because whatever the mother consumes, the child does as well.

if you mean genetically, it is not guaranteed, however it is widely believed that the child will have a pre-disposition to become an alcoholic within their lifetime because the mother has a naturally addictive personality, which is the cause of the addiction, and therefore those genes were passed down to the child. This theory can be debated however, depending on if you believe in either nature or nurture.
