an element always has as many electrons as protons......

the Atomic Number equals the number of protons.

So if your atomic number is 13......you have thirteen protons.....and therefore 13 electrons

Al-27 has 13 protons (= atomic number) so the atom (= neutral) has also 13 electrons. The mass number is irrelevant.
