She's not in line for the throne, so will not be the same as the current Queen. If William becomes King, as his wife, Kate would become 'Queen consort', though she shares none of her husband's powers. This is different to a female monarch, a Queen regnant such as Elizabeth II, who is the one who was in line for the throne.

Are you talking about Elizabeth I or Elizabeth II? If Elizabeth the First, she wasn't succeeded by another queen, but by King James I of Scotland. If you're asking which female Royal is next in line to the English throne after Elizabeth the Second, it's Princess Anne. Up until recently, English law stated that no female Royal heir could succeed to the throne if there was a male heir available to do so instead (even if he happened to be younger than she was). However, the order of succession was changed in 2007 to make the next in line to the throne the oldest child of the reigning monarch, regardless of gender. If the oldest in line has children, then those children remain the next in line, bypassing their aunties & uncles. However, if not, or if the children are unwilling or unable to succeed to the throne for whatever reason, then it passes to the next youngest sibling to their parent. So for example, Prince Charles is next in line to succeed Elizabeth- after him it's William, and then Harry. But if, say, William were to become a Buddhist monk and Harry was killed in Afghanistan, then after Charles the throne would pass to Anne.

It would require the abdication or death of Queen Elizabeth II and Charles, Prince of Wales, in order for her husband to take the throne, and then for him to die, leaving her son to be next in line for the throne, but being to young to do so. This would position her to assume the mantle of Queen Regent. However, there would probably be quite a low of debate over this, and potentially, the throne would be taken by an older member of the family, such as the Duke of York or Earl of Wessex.

Yes Queen Elizabeth can choose to make William the King before she passes away thus by passing Prince Charles. But if she were to pass away without doing such the throne would go to Prince Charles.
