Zulu time = UTC (Universal Coordinated Time)

Pacific Time Zone is UTC-8. This mean you have to subtract 8 hours from Zulu time. Hence it is 1800 Pacific Time the previous day.

Time zone letters are designed as Z for GMT, then A, B, C . . . for GMT plus 1, 2, 3 etc., and N, P, Q . . for GMT minus 1, 2, 3 . .

Note that calling this time eighteen-hundred-hour would be complete nonsense. It would be as sensible as seeing the number 45 and call it four-dozen-and-five.
