If you are referring to the valve cover gasket developing a leak, then, no..this wont keep the car from starting. If you are referring to the head gasket, then , yes...this could prevent the car from starting. Check the distributor cap gasket or o-ring. Changing a valve cover gasket really has nothing to do with an engine starting or not. You need to check your power and gas for problems in starting.

Not sure about the 1989, but 1990-1993 it goes into the valve cover. Look for a hose running to the valve cover and the PCV valve should be what is at the end of it pushed into the valve cover.

The PVC valve is located at the tip of the small hose plugged into the top of your valve cover. It is located between the manifold and the top valve cover.
Hi- your pcv valve is located right in the center of the valve cover (usually black cover that says Honda on it)

These are the same thing on this Accord with a single overhead cam. Also called the cylinder head cover.
it is right on top of the valve cover. you will see a hose running off of it around the middle of the cover
