The government could decide collaboratively or autocratically on matters deemed to be right and wrong. For example, there were more freedoms (rights) before 9/11 and more restrictions (wrongs) after. As societies evolve the concept of what is right and wrong changes as cravings and ideologies change. So right and wrong is measured by the evolution/development of a society or the decline/degeneration.
