I may be wrong on this but some years ago I was told that in order to keep bottled water "safe" they need to add chlorine to the water to stop it going green. Now chlorine is a bleaching agent that rots plastic and the plastic effectively gets dissolved into the water - so it COULD be that the date is to indicate a safe time whereby a "safe" amount of plastic has dissolved.
