The meaning of traffic was heavy means that there was a traffic jam during while you were driving to work or something. Or to answer it without using another slang term -- there were a lot of automobiles on the road and traffic was moving very slowly.

Google Maps estimates the normal driving time as 39 minutes and driving in heavy traffic often seems to last for an eternity. It doesn't, and even in heavy congestion the driving time only rarely exceeds 1 hour.
In general, it is true that it is less dangerous to drive on rural roads than it is to drive in heavy traffic, simply because there is less danger of colliding with other vehicles. But if you drive badly enough, you can still collide with a tree, while driving on a rural road.
