That probably depends on what the room temperature was - in hot climates I wouldn't risk it. And in cold climates I'd make sure to boil the broth for several minutes. Heating the soup broth to boiling would indeed kill any bacteria that have grown during the night, but that does not mean it would be safe to eat. Toxins may have formed that cannot be destroyed by heating. These toxins might not be detectable by smell or taste and could make people quite ill. It is not worth the risk trying to salvage the broth.

Boiling the soup would kill most vegetative cells of microbes, but it might not destroy any toxins produced by them.
