I think that you are talking about Mrs. Puff. Everytime something goes wrong, or if she gets embarrassed, or something, she puffs up like a balloon because she is a pufferfish.
Strokes are more commonly from something wrong in the circulatory system causing there to be something wrong in your nervous system, specifically, that part of your brain either temporarily or permanently stops receiving oxygen and dies.
