If a person in Georgia is underage (either 16 or 17), they can get married if their parent/custodial guardian signs a consent form. If the parent/guardian refuses to sign the form, the underage person cannot get legally married. A person can get married without parental consent at the age of 18 in Georgia. Honestly, it's not the most sensible idea to get married at such a young age.
It might be better for your favorite illegal person to go home before you marry them. Then, get married and apply for permanent status. It will not go as smoothly if you try to change their status while they are in the US.
If that is what you are thinking, I would tell you that that is a terrible idea. First of all, you are most likely to drop out of school. You would have to get a job. I mean, How else would you maintain your family?

Well if you are underage you will need parent's consent and judge or magistrate order. That's practically the only way you can do it.
Parental consent has nothing to do with the laws in place. If you are underage by the laws view, you are still underage. if you wonder if marriage emancipates you, yes it does.

You will not be able to get married in Georgia without parental consent or a court order. From what I know, it doesn't matter what state you go to once you are married. The state of Wisconsin will not look at the circumstances of the marriage... it will only look at the marriage itself. So I would say that, yes, Wisconsin would recognize the marriage.
