If you dont get caught with it on you or smoking it but it comes out in a test that you have marijuana in your system can you get arrested?

I worked for a Dr's office that did drug testing for city jobs, and when someone popped positive, we just informed the place they were looking for a job, and they just didn't get hired. I never heard of any of them being arrested.
