It can be, but Applied Science is too general a term. It is taking what a bunch of guys are doing in a lab and turning it into something useful that can make a profit. ex. Two guys in a lab were trying to make microwave radar. when one of them passed in front of the beam with a chocolate bar in his pocket. When the chocolate bar melted, they discovered that they could turn this microwave emitter into something that could heat food. The research in turning the military tech into our modern microwave is applied science.
