There are a lot of ways. Here's one, assuming you have a lot of water available and don't mind wasting some.

If you fill a 5 gallon jug then pour all you can into the 3 gallon jug you are left with 2 gallons of water in the 5 gallon jug. I'm sorry about the first answer, but here is this. All you have to do is fill up a cup, a measuring cup will work best. Then, find where it says 1/5, and measure what you're measuring to that line. Then you have 1/5.
By finding one cup and then fill it up 13 times! My food tech teacher taught me that!
