Address the bill to the executor of the deceased's estate at the deceased's home address. Sooner or later, the bill will be passed to the executor and will then be sorted out.
e.g.

This may take some time, because they need a probate certificate before they can actually start dividing up the estate. But don't worry, even if the last will and testiment leave funds to a specific individual, as a creditor, you have a higher claim to the funds than those named under the will.

You should not have to ask a client to reimburse you for traveling expenses since you planned the wedding out of town and if you are a wedding planner then send the client a bill and if the bill is not paid within a month send another one. If the last bill sent is not paid then put it into a Collection Agencies hands. If you are not a wedding planner and did this on the side you can do the same thing, but go to small debts court.

Then what I do is create the web design and when I'm done I take screen shots of everything and send the screen shots to the client. I don't send the actual design to the client because they could potentially run away with your design and not pay you. If the client likes what they see I send them half of the actual web design, like part of the coding or images. And then I request that the balance amount be paid before I send the rest of the design. This method is usually the safest and ensures that you nor the other party won't get robbed.
