In order to do thing as in get a pet, go on the forums, message, play games and ect. Then yes. If you just want to look then I think you don't have to be. But now you have to pay for a membership in order to do those things.

How do you get a second account on FooPets?
If you have one email, eg. user@usersemail.net, and have used that email for your FooPets account, then you must use a different one. So either make a hotmail or a gmail account ( or along those lines ) that you can link to your first account, and use that. Simple :)
