Earring materials can be a diamond, but you'll need metal in order to mount the stone so that it can be worn in the ear.
Take your earring to a local jeweler who can help you grade and value the diamonds and the metal. S/he can give you a price.

To attach a metal comb to a veil using Velcro you would need the Velcro on the band of the headpiece and then use a good glue from a craft shop such as 'Michael's Crafts' and use one-sided Velcro (one side smooth) and use the glue on that side to attach to the metal. Be sure to read the label of the glue to be sure it will stick to metal.
Common metal earring don't float in water. However, you could design on that float by make it hollow. Jewellery design is unlimited, long as it can hung beautifully then anything could be possible, even using plastic to make an earring. I would think the back of the earring could be light and flat enough to be supported by the surface tention of water.
