If you have a psp with software 5.50 and you need it to be 3.90m33 to make a Pandoras battery but you need a Pandoras battery to downgrade it and you cant hard-mod it so what can you do?

Firstly, a 'Pandora's Battery' is a modified battery and a specially prepared memory stick. Both of these can be created on most PSPs, but some recent motherboards are unable to do it - it will be part of Sony's anti-piracy countermeasures.
If you are unable to hard-mod your battery, then the only option is to softmod it on another PSP, as well as using that one to create the 'magic memory stick' component too.

[EDIT] Though if you don't want to get a Pandora's battery or your can't afford to it, or you can't ask a friend for one, simply follow this tutorial. It's recommended that you follow ALL steps very carefully because this method will do your normal battery into a Pandora battery and it is called HardMod. Hard modding will remove PIN 5 off of your battery and will be difficult to put back on if you want to revert back to normal. No, you must modify it using either software or hardware. If you don't the wii will not recognize the disc. Also, on the newer Wiis, the lens has been changed so that it cannot read burnt discs.
