Yes. If it is serious offense (or a court order) they will actively look for you. Otherwise they will often just wait until you come to their attention (drivers license application - traffic stop - etc).

The only way to get rid of an arrest warrant is to turn yourself in and face your punishment. Anything else would mean you are evading police and the punishment will be worse.

I'll give an example. When police come knocking at your door, demanding you to open up and let them search the house, you can say, "No, I need to see your search warrant." The police MUST have a search warrant in order to search your house and if they don't, you can kick them out! :) Hehe.
