If you have herpes 3 months prior to getting pregnant, you body has developed antibodies and it is less likely that you would pass it to the fetus. If you get infected while pregnant you could pass it to the fetus.

It is important if you have herpes that you let your doctor know. Herpes is typically transferred to the baby during labor through the birth canal. If you have an outbreak during labor they will do a C-Section.

Not unless you absolutely need to for health reasons.

The Centers for Disease Control states that:

Whether cesarean section prevents respiratory papillomatosis in infants and children is unclear; therefore, cesarean delivery should not be performed solely to prevent transmission of HPV infection to the newborn. Cesarean delivery might be indicated for women with genital warts if the pelvic outlet is obstructed or if vaginal delivery would result in excessive bleeding. Pregnant women with genital warts should be counseled concerning the low risk for warts on the larynx (recurrent respiratory papillomatosis) in their infants or children. No controlled studies have suggested that cesarean section prevents this condition.

C - sectons completely eliminate the risk of passing herpes onto the baby but I believe they are unnecessary surgeries, unless the baby gets stuck on the chord or the limbs get stuck on some thing then she can give birth naturally. If the mother doesn't have a break out when she is due to deliver then she can have a natural birth and a healthy baby. If the mother has any signs or symptoms of a break out when she is due to deliver then she should have a c-section.
