Publish/Finish the video in Windows Movie Maker. That makes the entire video one clip.
You can use ffmpeg to clip a video by specifying the start and end times of the clip you want to extract using the "-ss" flag for the start time and the "-t" flag for the duration of the clip.
You can take the video clip into a video editing program, select the audio by clicking on the audio track in the timeline, then delete it, or you can turn the volume of the audio track all the way down. You can then export the video or render it out. If you are just working with one clip, or don't want sound on any of your clips, you can also decide to export/render the video out without any audio at all (audio should be one of the render options).

About any video editing program can do this. Even windows movie maker, just drag on your video and remove the sound from it. Then import the second film and just drag the sound of it onto the clip you want it on.
I used Free Video Converter Factory. You can use "Clip" button to cut the video parts you want.
To clip in Adobe Premiere, select the portion of the video you want to keep and then use the "Razor Tool" to cut the clip at that point. You can then delete the unwanted parts and rearrange the remaining clips as needed.
