No, they don't. Generally any numbing substance is either going to mess with the tissue around the piercing, or mess with the blood flow causing it to bleed excessively. Neither option is preferable for the piercing.
If the tissue is getting really thin then it's time to take it out before you wind up with a mess. You could consider having it re-pierced deeper and it should stay a lot longer.

Best not to mess with it your self, go see your piercer and for a small fee they can open the piercing using an insertion taper which will stretch the piercing without damaging it.
Yes you can take the jewellery out but more over why? If it's healing fine and you have no issues your should just leave the jewellery alone and don't mess with it let it heal. The piercing will more than likely close up quickly making the reinsertion of the jewellery difficult and requiring the assistance of a body piercer to get the jewellery back in without causing bleeding or piercing damage. I can never understand why people spent the money to get a piercing then 30 days later the want to take it out for no real reason other than to mess around with the piercing and risk causing and infection or further delay the healing time.
