You can check your recycle bin if deleted files are still there but if your files are permanently deleted then you should go for a recovery service. I have tried Stellar data recovery service to get my important files. You can go for it too.
You have to use windows restore cd, to repair such files.
If you've deleted your Windows 8 program files by mistake, you can do a recovery and put it back to factory settings. Make sure you backup your files before doing so.
You can directly update your Windows 8 through internet. You must have the admin rights.

My experience is that you cannot play the files you have downloaded once you have deleted Limewire. I just did. I do not have limewire any longer.
If you want the deleted files back from Windows hard drives, firstly you can check the Recycle Bin to see if the deleted files are stored there. If you have emptied the Recyel Bin, then you will need some data recovery tools to help you recover the deleted files from hard disks.
Formatting doesn't delete the files. It Replaces the file that tells windows where the files are. The files are only accesible using special software and wont show up in windows explorer.
