Different people would interpret this differently, and there is no generally accepted rule (as the fact that you have asked the question indicates). Of the two suggestions you offer, I would prefer the former. However, to avoid ambiguity I would reword it altogether and say something like 'around the year 1900'.
Sometimes the context makes it clear - if you have been talking about the 1890s then say 'at the turn of the 19th century' it will be obvious that you mean 19th to 20th. (You could drop the '19th' altogether in that case.)
Other constructions may be clear but they read a bit clumsily: 'the turn of the 19th/20th century'; 'the turn of the 19th/20th centuries'; 'the turn of the 19th to 20th century'. Better to reword, I think.
Ta, meaning thank you, began as 18th Century baby-talk.
No, unless the scholarship has a specific name like the College Talk Scholarship, or it is at the beginning of the sentence.
talk is an action verb
The word talk is both a noun and a verb; for example: Noun: The talk is that you got a raise. Verb: You can talk to my teacher about the class trip.
It is two words actually, "Bah!" and "Humbug!". "Bah!" is just a dismissive interjection like "pfui". "Humbug" actually means something--it means nonsense, a con job, a load of hooey, a lot of talk that is complete B.S. If Ebeneezer Scrooge were a twenty-first century American instead of a nineteenth century Englishman, he would probably respond to someone wishing him a Merry Christmas with "B*llsh*t!"
Cine filming was only invented very late in the 19th cent, so you can't really talk about '19th cent' cinema, it was just a few people using the newly invented process. In the 20th cent, of course, we had everything form documentaries to blockbusters.
I don't think there were any movies in the 19th century or the 1800's
walkthe talk
There is a year that ends in 99 in every century. It is the second last year of the century. So the 20th century ran from 1901 to 2000. What causes a little confusion is when we talk about something like the 1900s. They ran from 1900 to 1999, but that is not the same as the 20th century.
proble not since this is the 19th century dude or dudet. They might talk by phone

Sojourner Truth, a famous 19th century abolitionist and women's rights activist, used those words as the opening of her speeches to captivate and engage her audience. Constantine the Great designated Byzantium as his imperial capital, redeveloped and renamed it Constantinople, after himself - Constantinople means city of Constantine. However, this did not lead to the beginning of the Byzantine Empire. In fact, the Byzantine Empire did not actually exist. This is a term which has been coined by historians to indicate the eastern part of the Roman Empire after the fall of the western part of this empire and which became popular in the 19th century. The people in question did not know this term and called their empire Roman Empire. Therefore, it would be more appropriate to talk of a "Byzantine" period. This started about a century later.

Because people who live in 20th Century have a successful lives. They hard working people, very well polite and well respect manners, and they like to help each other too. Not only that, 20th Century was also one and only classic Century of all time. Especially when it comes to the era of 1960s, 1970s, 1980s and 1990s. Because their entertainment, fashion, movies, music, and their sports was an absolutely stylish, stunning and terrific. Best to describe the word was very unique. But for me, the best era of 20th Century was between 1980s and 1990s. These two era's were very successful, and I enjoy to see some of the movies and the music too that time, its great. Its very awesome and amaze me. I'll never forget these two era's. It very unfortunate of me, because I'm born in early 1990s. So... I cannot experience how its like in real life in 20th Century. Aw... man... But anyway, let's talk about 21st Century. Compare to 21st Century is like no more classic. Its something like okay okay Century for me. You know what I mean? Something like normal like that. Everything is lesser. No more stylish, no more good music, less melody and no nothing. But not everything is not good, only 30% that's good for me in this 21st Century. And that is music and sports. That's all I like in this 21st Century. Not more than that. So... there, you have an answer.
That the Korean War was history's first clash of jet aircraft & that both WW1 and the Korean War were the only two (major) war's of the 20th century that were ended by an Armistice.
